Well, a student needs to post a project proposal, by signing in to
http://socghop.appspot.com/ . The proposal should look like the template
at:
http://www.perlfoundation.org/perl5/index.cgi?gsoc_2009_proposal_template

But the proposal must be posted before april 3rd 19:00 UTC.
