rt vs TODO?

TODO.txt is auto-sync'd from RT.

The server/TODO should probably be migrated into RT and removed, then the
RT is definitive, with the reminders in SVN in the form of TODO.txt
auto-generated for people who navigating webapps (like me) and just want a
quick reminder of what to hack on next.
