Question on using "drain" device state

Good deal.

I was poking around in the database, perusing the "device" table and
came to the same conclusion, looking at the columns.

Yeah, don't re-use device id.  Weird stuff can happen. mogilefsd tries
pretty hard (though it could try harder) to make sure you don't do that.
