over-replicated files / fsck behavior

I've yet to reproduce this :\ Do you have a summary (or could link to 
the most relevent ml posts) on what you've done so far? I might give it 
a whack while I'm in the code this week.

I don't know about bumping replicants down, but it'll bump replicants up 
if need be. The sources aren't too long if you want to find out exactly 
which cases it does handle.
