Perlbal::Plugin::Palimg documentation

I'm working on understanding the plugin system so that I can write my
own.  Palimg was the closest to what I want to do.  It took me a bit
to figure out how to use it, so I wrote some POD.

Attached is a patch against the SVN trunk.
