None.  configure.ac is only needed at the toplevel, for generating
configure.  However (and I had forgotten this), you do need to add
doc/Makefile to your AC_CONFIG_FILES list in the toplevel configure.ac.

AC_CONFIG_FILES([foo bar doc/Makefile])
