Prep for a 1.2.4 release candidate

Unless anyone has any objections I will start to apply patches to
HEAD.

Does anyone have opinions on versioning?  I was thinking that we put
everything but the binary protocol into a new 1.2.4 release and the
binary protocol in 1.3.
