Id memd respawning too fast

I have inherited several zlinux servers and one of them seems to be having
a problem with memcached.  This server is used for a wiki and is started
with the following parm:

memd:35:respawn:/usr/bin/memcached -d -m 10 -u nobody -l 10.8.185.13 -p
11211  > /var/log/memcachedstart.log 2>&1

It is logging the following message ever 5 minutes:

 INIT: Id "memd" respawning too fast: disabled for 5 minutes
 INIT: Id "memd" respawning too fast: disabled for 5 minutes
 INIT: Id "memd" respawning too fast: disabled for 5 minutes

The log shows the following:

bind(): Address already in use
failed to listen


I removed the IP address and increased the memory to no avail.  Does anyone
have some insight on how I can correct this respawning issue?
