As far as I'm aware, mogtool is not in common use anywhere.  I wrote
it at Danga when we were storing MySQL binlogs and database backups in
MogileFS, but it turned out to not be worth the effort.  It may have
bit-rotted slightly in the few years since that point?  YMMV.
