About win32 port of perlbal

I think the main challenge here would be getting Danga::Socket to run 
under Windows, which would involve offering an alternative to Sys::Syscall.

I don't think Windows has an epoll() equivalent (please correct me if 
I'm wrong!), but it does have IO::Poll, which Danga::Socket seems to 
support already. I may have a play this weekend, since this would 
benefit DJabberd and other Danga::Socket software as well as well.
