Yes, I favour this as well - I meant 2 when I said 1.  All of my 
backwards-compatibility plans depend on this.

This means that the server should never use an essential "advanced 
feature" unless explicitly invited to by some consumer setting.  That's 
acceptable.  We can add "openid.capabilities" if it's needed - something 
that option 1 would make impossible...
