Must be careful with issuing such things with the 200 response code.
Search engines will most probably end up indexing the error message for
"you sent no parameters", which doesn't really do any harm but isn't
very nice.

Of course, this depends on the implementation. If the response to no
parameters is a message describing how users of the site in question can
make use of the identity server, then that would be a great thing for a
search engine to index.

"Error: no 'openid.return_to' URL", however, isn't so great.
