On our user framework, everyone is given an unique ID. This is one of
the benefits of a centralized deployment, because the unique id can
still be, well, unique.
Instead, for OpenID, perhaps the server should create a sha1 hash of a
unique id + fqdn, and then give it to the consumer for verification.
This is a very good point you brought up.
