An empty path portion in an HTTP URL has no meaning, since it's
impossible to request that from an HTTP server per the protocol.
(yes, I'm being a pedant, but this serves to show that "it's not as
simple as that" and that the rules need to be written down somewhere so
that everyone does the same thing.)
