There is a parallel in the PKI world: cert revocation
lists (CRL).  

The X.509 v2 CRL defines 'thisUpdateTime' and an optional
'nextUpdateTime'. Some implementers choose caching on 
these values, but here there is no doubt a liability 
agreement with the cert issuer in play.
