There is a basic OpenID server packaged as an example for using the
JanRain PHP OpenID library. After running the configuration, it should
work for most needs. It would be a good starting platform for creating
a full-featured standalone OpenID server based on that library.

The library can be found at http://www.openidenabled.com/openid/libraries/php/
The examples/server directory has the server example with documentation.
