As I recall, this file is generated/included by automake --add-missing.
If you're building from a tarball, that means upstream (Brad) may need
to rerun the autogen script, or at least verify he's running the same
version as automake as the rest of the autotools chain.  (If you don't
use the --copy flag, add-missing makes symlinks, so maybe the versions
behind the symlinks changed or something?)
