Debian dh-make-perl does a pretty decent job on both, and Debian-wise 
you should really make libperlbal-perl a separate package from the 
binary, I guess :)

I wrote a plugin :) Gimme some time to rewrite it (Mark knows why :) 
and you can have a copy.
