perlbal as http proxy / acl enforcer

Let's supposing I have a box that disables port 80 outgoing connections,
but it turns out I would like to allow port 80 connections to fred.com.
Can someone walk me through or point me to some extant example of how I
could have perlbal listen on port 80, proxy the requests going to
fred.com, and deny the request otherwise?  Please?  Do I need to speak
HTTP myself or does perlbal help out with that?
