Failed test 'buffer_on_rate: buffer file exists'

Hi Brad,

Perlbal is up for review for Fedora, and the person reviewing it had one
test which failed for him:

t/45-buffereduploads.....
#   Failed test 'buffer_on_rate: buffer file exists'
#   in t/45-buffereduploads.t at line 214.

but it works for me.

Someone reported it on this list a year ago

If this is such an unreliable test, can you disable it?
