This looks a lot like pubcookie (www.pubcookie.org) - which is what  
the University of Washington uses.  You're right about the difference  
- this is the main point of having OpenID.   OpenID is intended to be  
distributed, so there is no single point of failure.  Pubcookie and  
Cosign use a single login server so that accounts can be centrally  
managed.  OpenID doesn't want central management - the whole point is  
to let "anyone, anywhere" use it.
