Technically the spec as it stands today supports this.  It doesn't say
"identity" is required for the checkid_* requests.  Though the idea is
to clarify this to support the use case specifically in the future.

Are you sure that it really needs an extension of OpenID, the protocol?
I have been unable to find any place in the spec that prevents an
implementation doing this ... which might just reflect on my ability to
read specs but if there is, a pointer would be appreciated.

(I agree that implementations on current publicly-visible sites from us
and others don't do that, but then, we're all only scratching the
surface of what's still to come.)
